The Municipality of Pordenone participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP dating back to 2016, with the first monitoring due in 2018  and a SUMP passed by the City Council on 21/09/2015. The new political decision makers elected in June 2016 decided to proceed with a revision of the SUMP. During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology.  At the end of the harmonization process, the following documentation was handed over to the Municipality of Pordenone: - Comparative analysis of the databases used in SEAP and SUMP; - Comparative analysis of the actions contained in SEAP and SUMP; - SEAP revised and updated; - SUMP reviewed and updated; - Harmonization report, complete in all its sections. The Municipality of Pordenone, following the harmonization process conducted according to the methodology promoted by the SIMPLA project and implemented by the harmonization team appointed by the Municipality with support from Area Science Park’s coaches, commits to follow up the results achieved and undertake the steps necessary to complete the approval process of its updated SEAP and SUMP so that they are harmonized with each other and with the main regulatory instruments and reference plans. The internal procedures for managing the plans will ensure that they, thus aligned, continue in their implementation while maintaining the obtained alignment and harmonization.

Vicenza

The Municipality of Vicenza participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP dating back to 2013, with the first monitoring completed in 2015 and a decision to develop a SECAP by December 2019 supported by two projects (Veneto Adapt and Epicuro - European Partnership for Innovative Cities within an Urban Resilient Outlook). On the mobility side, Vicenza had a PUM (Urban Mobility Plan) pursuant to Law 340/2000 and through the SOLEZ project funded by the Central Europe program, Vicenza aimed to further upgrade and update its mobility planning activity for the city’s Functional Urban Area. During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology. At the end of the harmonization process, the following documentation was handed over to the Municipality of Vicenza: - SEAP revised and updated; - PUM reviewed and updated; - Comparative analysis of the databases used in SEAP, PUM and SOLEZ Action Plan; - Comparative analysis of the actions contained in SEAP, PUM and SOLEZ Action Plan; - Harmonization report, complete in all its sections. The Municipality of Vicenza, following the harmonization process conducted according to the methodology promoted by the SIMPLA project and implemented by the harmonization team appointed by the Municipality with support from Area Science Park’s coaches, commits to follow up the results achieved and undertake the steps necessary to complete the approval process of its updated SEAP and PUM so that they are harmonized with each other and with the main regulatory instruments and reference plans. Parma

The Municipality of Parma participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP dating back to May 2014 with the first monitoring completed in March 2017 and a SUMP of 2017. The City intends to develop a SECAP. During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology. At the end of the harmonization process, the following documentation was handed over to the Municipality of Parma: - Comparative analysis of the databases used by SEAP and SUMP; - Comparative analysis of the actions contained in SEAP and SUMP; - SEAP revised and updated; - SUMP reviewed and updated; - Harmonization report, complete in all its parts. Ferrara

The Municipality of Ferrara participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP dating back to 2013, with the first monitoring completed in 2016 and a decision to develop a SECAP by April 2019  and is working on the SUMP, based on the strategic guidelines approved in 2016. During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology.  At the end of the harmonization process the following documentation was delivered to the Municipality of Ferrara: - Sustainable Energy Action Plan (SEAP) reviewed and updated; - Sustainable Urban Mobility Plan (SUMP): guidelines, objectives and strategies, restitution of the participatory process, restitution of the SEA process, draft of a cognitive framework, draft SUMP; - Table comparative analysis of the databases used by PAES and preparatory documentation of the mobility plan; - Table comparative analysis of the actions contained in the PAES and preparatory documentation of the mobility plan; - Harmonization report, complete in all its parts. Cesena

The Municipality of Cesena participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP dating back to December 2011 with the latest monitoring conducted in May 2017 and a commitment (June 2016) to develop a SECAP within the next two years. On the mobility side, Cesena is working at its SUMP for 2017-2030, on the basis of the strategic guidelines approved in 2016. Previously Cesena had an Integrated Mobility Plan for the period 2007-2015, successfully implemented. During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology. At the end of the harmonization process the following documentation was delivered to the Municipality of Cesena: - Table comparative analysis of the databases used by SECAP and SUMP; - Sustainable Energy and Climate Action Plan (SECAP) reviewed and updated; - Harmonization report, complete in all its parts. Livorno

The Municipality of Livorno participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP dating back to 2014 undergoing monitoring (later on the municipality decides to develop a SECAP) and preparatory work for a SUMP.  The 'Strategic plan for the review of mobility actions’ is preparatory to the drafting of a SUMP (a full context analysis was delivered in its final form on 5/11/18). It is noteworthy that the technical specifications for the drafting of the SUMP envisage under art. 4 that ‘the SUMP should be prepared taking into account the harmonization process conducted by Livorno City Council with Area Science Park of Trieste and financed by the SIMPLA project’ and, under art. 3, that the SUMP should be ‘consistent with the other planning tools of the City Council and therefore drafted in synergy and integration with the Structural Plan and in line with the new Operational Plan of the City of Livorno‘ as well as ‘coordinated with the drafting of the SUMP of the Province of Livorno’. During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology.  At the end of the harmonization process, the following documentation was handed over to the Municipality of Livorno: - Comparative analysis of the databases used by SEAP and SUMP preparation documents; - Comparative analysis of the actions contained in SEAP and SUMP preparation documents (among which the 'Strategic plan for the review of mobility actions’, the council’s action plan for air quality, the SUMP context analysis); - SEAP revised and updated; - Harmonization report, complete in all its parts. Grosseto

The Municipality of Grosseto participated in SIMPLA integrated capacity building package (training and coaching), starting the training phase in June 2017 with a SEAP of 2015 whose monitoring report is approved in July 2017 and is developing a SUMP. At the beginning of the training phase, Grosseto had already secured ministerial funds to produce a SUMP.  Director’s Decision no. 1826 of 21/09/2017 for the assignment of the contract for the drafting of the SUMP foresees that it has to be 'integrated with the SEAP' since ' through harmonized plans, the council will be in a condition to evaluate choices, investments and priorities by optimizing resources and the results obtained’. It is noteworthy that tender document technical specifications produced explicitly state that the SUMP has to be 'consistent with the other plans of the city council and more specifically it has to be coordinated with the SEAP of Grosseto approved with City Council Resolution no. 58 of 16/06/2015' During the coaching phase a full harmonization process was conducted on the strategic energy and mobility plans, following the SIMPLA methodology.  At the end of the harmonization process, the following documentation was handed over to the Municipality of Grosseto: - Comparative analysis of the databases used by SEAP and SUMP; - Comparative analysis of the actions contained in SEAP and SUMP; - SEAP revised and updated; - SUMP reviewed and updated; - Harmonization report, complete in all its parts. Spain
Monzon

The coaching action of Monzon municipality consists of harmonizing the development process of a SECAP with a SUMP. Before the coaching period the municipality had only a carbon footprint analysis corresponding to the year 2015 and a SUMP diagnosis made in 2017. At the end of the coaching period the municipality has approved both the SUMP and SECAP trough a city council plenary session that was held on the 28th of February 2019. The team that carried out the development of both SECAP and SUMP was coordinated by the technician of the Environmental Department of Monzon and was formed by two teams: a team of technicians belonging to Monzon municipality and an external team subcontracted by the municipality. The external team was responsible of the technical development of the plan and was in constant communication with the head of the harmonization team in order to monitor the whole process and to collect all the information needed for the development of both plans. The main harmonization actions in the case of Monzon were undertaken to harmonize the reference year for the inventory of emissions (established for both plans as 2015), to align the monitoring of both plans in the years following their approval, to coordinate all face to face meetings between SUMP and SECAP external and the municipality teams, to use the same transport inventory of emissions and associated measures for both plans, to approve the both plans in the same city council.  Another harmonization action undertaken from the beginning of the process was the involvement in the harmonization process of all municipal department in relation with the SUMP and SECAP development. Nevertheless, one of the main issues arisen during the last phases of the harmonization was related to the low stake of one of the department of the municipality that slowed down the whole process. On the other hand, thanks to spreading among the departments the development of a SUMP, from the initiative of one of the technicians, the participation to a national funding programme, that required a SUMP to participate, was carried out. Despite at the end of the coaching the results of the funding request is still pending of approval, the SIMPLA project supported the municipality in submitting their candidature, that in case of positive results will allow the partial financing of the implementation of SUMP measures.

Development of a concept for continuation (Phase 2)

1 Initiation: Commitment of the KEM manager to work on the harmonization of the MoMaK and the implementation concept or the concept for continuation was secured. The KEM manger was in charge for communication and coordination with the majors of the cluster of municipalities. A team of the mobility department on the federal state level of Carinthia was identified to represent the stakeholders of the regional mobility plan.

2 Planning: Evaluation of the starting point was done. The planning was supported by implementation of workshops according to the priorities of the MoMaK with a team of the mobility department on the federal state level of Carinthia and the KEM managers. Existing strategies on national and on federal state level were evaluated. Stakeholders like regional companies, energy supplier, representatives from agriculture and forestry, associations, etc. where identified and they will be involved in the next period. A working plan was developed , which includes several alternative mobility measures into the concept.

3 Implementation: Data for energy consumption of private buildings, data on energy consumption of public buildings, and data of public undertakings were available. A comparison of the measures from the MoMaK and the measures prioritized by the KEM was done. The priorities were analysed based on the strengths/weaknesses analysis determined.

4 Monitoring: In the future the monitoring in the climate and energy model regions will be done according to the rules of the Austrian climate and energy fund. The “Mobility summit” will be repeated annually. This event should provide horizontal (among KEM managers) and vertical integration (KEMs and department of transport of the provincial government).

Großglockner/Mölltal-Oberdrautal

Development of an implementation concept (Phase1)

A team of the mobility department on the federal state level of Carinthia was identified to represent the stakeholders of the regional mobility plan.

The planning was supported by implementation of workshops according to the priorities of the MoMaK with a team of the mobility department on the federal state level of Carinthia and the KEM managers. Existing strategies on national and on federal state level were evaluated, which led to the inclusion of several alternative mobility measures into the concept.

3 Implementation: Data for energy consumption of private buildings, data on energy consumption of public buildings, and data of public undertakings were available, as well as data from private and public transport, industry and energy generation from renewable sources. A comparison of the measures from the MoMaK and the measures prioritized by the KEM was done. Two scenarios regarding the development of the energy consumption of the region where developed. Objectives which are in line with the long term vision where developed.

4 Monitoring: In the future the monitoring in the climate and energy model regions will be done according to the rules of the Austrian climate and energy fund. The climate and energy model regions are requested to select five indicators out of a menu of about 30. Examples are: number of awareness raising activities, number of people involved, and number of electric cars in the region. The “Mobility summit” will be repeated annually. This event should provide a horizontal (among KEM managers) and the vertical integration (KEMs and department of transport of the provincial government). It was suggested to implement a proper set of indicators to monitor the reduction in carbon dioxide emissions.

3 Implementation: The harmonisation of the vison with the MoMaK was done. The collection of reliable data was a challenge. Data for energy consumption of private buildings, data on energy consumption of public buildings, and data of public undertakings were available. There was a lack of data on energy consumption of transport, agriculture, and industry. Calculations were done on the basis of the available data from the Statistic Austria.

4 Monitoring: In the future the monitoring in the climate and energy model regions will be done according to the rules of the Austrian climate and energy funds. The climate and energy model regions are requested to select five indicators out of a menu of about 30. Examples are: number of awareness raising activities, number of people involved, and number of electric cars in the region. The Austrian climate and energy funds itself considers that carbon emission reduction is too difficult to collect, too unreliable and therefore not useful.

Unteres Drautal

Bulgaria
Burgas

The coaching actions in Burgas started in September 2017 and continued till January 2019. Burgas municipality has developed SEAP /2012-2020/ and SUMP /2014-2020/ which are currently under operation. The project efforts have been concentrated on the integration and harmonization of the SEAP and SUMP actions. The objectives of the coaching activities have been to work on the identification of harmonized vision and targets for sustainable municipal development in the energy, environment and transport field aligned with searching for funding opportunities for practical implementation of local measures.

Burgas municipality has committed to go beyond the SEAP targets and its gradual adaptation into SECAP and accordingly climate adaptation measures have also been considered till 2030 thus corresponding to the EU climate strategy and targets.

SIMPLA project team has worked in close cooperation with the municipal administration with a particular focus on planning of actions which would be realized both for energy efficiency and transport and mobility management. The practical outreach has been found in the cross matching of the main priorities, specific objectives and measures related to transport in the SEAP and SUMP with a vision to be harmonized in an integrated manner. The compliance between these priorities, objectives and measures and the methodology of harmonization have been analyzed and observed. A matrix of the sectors and activities has been developed as appropriate for harmonization and the actions and activities have been defined as well. At the same time search for funding opportunities for the implementation of the actions has been performed. 

As long as the SIMPLA project has succeeded in its implementation, the established methodology for harmonizing energy and transport related activities is to be pursued by the municipal administration as acknowledged by the municipal officials throughout networking and cooperation mechanisms between the respective departments and units. The application of the harmonized measures in the SEAP and SUMP will be further exploited and adopted in 2019.

Ruse

The coaching actions in Ruse started in October 2017 and continued till January 2019 as part of the SIMPLA project. Ruse municipality has adopted SEAP /2014-2024/ and SUMP /2016-2026/ which are currently under operation. The project efforts have been concentrated on the integration and harmonization of the appropriate sectors, measures and activities at the local level and set in the SEAP and SUMP. The outlined objectives, measures and actions in energy efficiency and sustainable urban mobility which have been considered as appropriate for harmonization presuppose the availability of the necessary pre-conditions for harmonization of the SEAP and SUMP. Thus, the following actions have been performed:  (1) review of planning documents, programmes and strategies in energy, urban mobility development, transport, integrated territory development; (2) development of matrix of sectors and activities, appropriate for harmonization of measures and interventions in energy efficiency and transport; (3) correlation between the matrix indicators of energy and sustainable mobility management and their practical application. (4) methodology for analysis of the harmonization opportunities during the implementation of the proposed measures and activities. These have been resulted in the harmonized SEAP and SUMP which will be a matter of discussion within the standing committees of the Municipal council and their adoption.

Ruse municipality is to develop an advanced Municipal plan for development where some integrated measures resulted from SIMPLA methodology application will be set: mobility and historic retrofitting in the city centre; integrated measures of transport and street lighting; establishment of new transport line between the city and the neighboring localities, etc.

As long as the SIMPLA project has succeeded in its implementation, the established methodology for harmonizing energy and transport related activities is to be pursued by the municipal administration as acknowledged throughout networking and cooperation mechanisms between the respective departments and units. The application of the harmonized measures in the SEAP and SUMP will be further exploited and adopted in 2019.

Croatia
Čakovec

The implementation of the coaching action in Čakovec was initiated in March 2018, and it was concluded in December 2018. The Institution Regional Energy Agency Kvarner (IREAK) subcontracted an organization which was in charge of handling the coaching activities in Čakovec. The subcontracted organization in question is Međimurje Energy Agency ltd. – MENEA. Throughout the coaching period, this action was supported, monitored and guided by IREAK’s staff. The coaching action in Čakovec helped in harmonizing the City’s SECAP document with the existing Master plan for an integrated passenger transport system in northern Croatia. SECAP was finalized by the end of the project SIMPLA. However, this document is waiting to be approved by the City Council, which is expected in April 2019. The finalization of the SECAP document, as well as the expected date of its approval, is confirmed by an official statement of the Mayor of Čakovec, Mr. Stjepan Kovač. One important remark should be made: the existing Master plan for an integrated passenger transport system in northern Croatia is a pre-existing regional Master plan, which was defined on a regional level in 2017. It covers the area of several Croatian counties, one of which is Međimurje County with Čakovec area. Since it is a higher-level document, modification of the Master plan is not under the competence of the City of Čakovec. That's the reason the implementation of this coaching action and the harmonization process in Čakovec had to be one-sided: SECAP was harmonized with the Master plan, but the content of the Master plan wasn’t affected by this process.

Varaždin

The implementation of the coaching action in Varaždin was initiated in March 2018, and it was concluded in December 2018. SEAP document was successfully revised by the end of the project SIMPLA. The existing Master plan for an integrated passenger transport system in northern Croatia is a pre-existing regional Master plan, which was defined on a regional level in 2017. It covers the area of several Croatian counties, one of which is Varaždin County with Varaždin area. Since it is a higher-level document, modification of the Master plan is not under the competence of the City of Varaždin. Romania
Alba Iulia

SEAP: adopted in 2011; 1st monitoring report in 2016. Target: 24% reduction of CO2 emissions by 2020. Its adaptation into a SECAP is set for 2019. The harmonized SEAP containing the harmonization results was adopted in 2019.

SUMP: adopted in 2017. The harmonized SUMP will be adopted in 2020. (commitment of adoption annexed)

The city promotes a strong initiative of becoming a smart city (smart technology and data to address city challenges related to urban mobility, energy and environmental issues.

Coaches: Ovidiu Romoșan, Florin Andronescu

Harmonisation steps:

1.Initiation: started in the final session of the SIMPLA training course. The harmonisation team was appointed. It consisted of representatives from relevant departments already involved in the elaboration of the Alba Iulia SEAP and SUMP. Strong involvement was secured on behalf of the city manager. The commitment from the mayor was obtained later in the form of a signed commitment letter.

2.Planning: Agreement on the implementation of a joint coaching action with Sebes Municipality was secured having in perspective the geographical closeness, tight economic relationships and common visions. Stakeholders` involvement was secured and the work plan was set up with a proposed schedule of regular meetings. The in-person meetings were held jointly with Sebes representatives in Alba Iulia. The main documentation was gathered for a comprehensive context analysis.

3.Implementation: The harmonisation of the SEAP and SUMP visions was finalised. Issues on data exchange and common databases for the context analyses were agreed, the use of ANERGO Regional Energy Observatory was highlighted to be of great support. Harmonization of the existing action packages in SEAP was performed. The harmonization of the reference years and the timeline of the monitoring activities followed establishing the monitoring procedures.

4.The monitoring of harmonisation activities was done through constant dialogue between the harmonisation team and the coaches. Regular review and adaptation actions were performed when needed. The progress of each harmonisation process was recorded in a tool set up in the google drive platform. The satisfaction level and impact were recorded from the feedback received from the 3 SIMPLA questionnaires handed out to the team at the beginning, midterm and at the end of the coaching phase.

Baia Mare

SEAP: adopted in 2011 containing the results of the harmonisation process. Target: 22% CO2 reduction by 2020.

SUMP: adopted in 2017.

Coaches: Ovidiu Romoșan, Florin Andronescu

Harmonisation steps:

1. Initiation: The mayor committed to the continuation of the harmonization process during the final session of the SIMPLA training course, later officialising it with an official signed letter of commitment. The harmonisation team was appointed consisting of representatives from relevant departments having as team coordinator the director of project development department.

2. Planning: Strong stakeholders’ group was established: local companies, NGOs, regional authorities, professional associations; the work plan was set up; activities were agreed (regular meetings for specific analyses, additional meetings for decision making); proposed schedule of activities was also agreed with a flexible timeframe for the implementation of each step if necessary.

3. Implementation: The harmonisation of the SEAP and SUMP visions was finalised, the upcoming SECAP including complementary elements from the SUMP. Existing databases were agreed to be made available to all interested departments for the context analyses. The CoM database model was set to be used to offer indicators for the SUMP as well. The year of the initial scenario of the SUMP was set as reference year for the BEI. The timeline of the monitoring activities and the monitoring procedures were also established. The existing action packages in SEAP were harmonized dealing mostly with emobility, transportation optimisation.

4. The monitoring of harmonisation regular contact among the harmonisation team and the coaches, regular reviews and adaptation actions were performed. The progress of the harmonisation process was recorded in the google drive platform set up for this scope. The satisfaction level and impact were recorded from the feedback received from the 3 SIMPLA questionnaires handed out to the team at different stages of the coaching phase.

Oradea

SEAP: was adopted in 2016 containing the results of the harmonisation process. Target: 20% CO2 emission reduction by 2020.

SUMP: adopted in 2016.

At present there is low correlation between SEAP and SUMP of Oradea.

Coaches: Ovidiu Romoșan, Florin Andronescu

Harmonisation steps:

1. Initiation: The mayor committed to the continuation of the harmonization process during the final session of the SIMPLA training course sending an official signed letter of commitment. The harmonisation team was appointed consisting of representatives from departments related to project management, mobility and energy. The technical data handling was taken over by a key appointed member from The Oradea Metropolitan Area. The coordinator was appointed from project development department already involved in SEAP and SUMP related actions.

2. Planning: the stakeholders’ group was established; the work plan was set up: The activities stated with a thorough analyses of the current situation of the main projects undergoing in energy and mobility domains in Oradea. The main documents to be taken in the analyses were the existing regional strategies.

3. Implementation: The harmonisation of the SEAP and SUMP visions was finalised, integrating the three aspects of sustainable development: economic growth, protection of the environment, increased attention to quality of life and social development. The sharing and the collection of existing data was given in charge to two departments dealing one with SEAP and one with the SUMP. Also, it was agreed that a tool should be used in order to facilitate the introduction of energy consumption/ emissions data, within the various institutions. The existing action packages in SEAP were harmonized dealing mostly with major interventions on traffic infrastructure, public transportation, alternative means of transport – active mobility (cycling, walking), traffic management. The timeline of the monitoring activities and the monitoring procedures were set.

4. The monitoring of harmonisation was ensured by regular contacts, regular reviews (adaptation actions were performed when it was needed). The progress of the harmonisation process was recorded in the google drive platform set up for this purpose. The satisfaction level and impact was recorded from the feedback received from the 3 SIMPLA questionnaires handed out to the team at different stages of the coaching phase.

Sebeș

SECAP: adopted in 2018 containing the results of the harmonisation process. Target: 40% CO2 reduction by 2030. The document comprises the adaptation plan and a Risk and Vulnerability Assessment.

SUMP: adopted in 2016.

Coaches: Ovidiu Romoșan, Florin Andronescu

Harmonisation steps:

1. Initiation: in the final session of the SIMPLA training course the mayor committed to the continuation of the harmonization process. In July a signed letter of commitment was received. The harmonisation team was appointed comprising of representatives from relevant departments (some of them had already participated in the development of the SUMP).

2. Planning: Agreement on the implementation of a joint coaching action with Alba Iulia Municipality was secured having in perspective the geographical closeness, tight economic relationships and common visions. Stakeholders` involvement was secured and the work plan was set up. The main documentation was gathered for a comprehensive context analysis (the Strategy for Sustainable Local Development of Sebes Municipality was strongly proposed to be used as essential document). A schedule of regular meetings of the working group was set up and the timeframe for each step was agreed. The main concern was to finalise the SECAP by the end of 2018 to benefit from valuable technical advice for the harmonization of the existing SUMP.

3. Implementation: The harmonisation of the SECAP and SUMP visions was finalised containing additional targets and principles beside the CO2 emission reduction. Data exchange and common databases were discussed for the context analyses, common indicators were agreed. The reference years of the monitoring were harmonised by adding to the SECAP an additional one. The timeline of the monitoring activities and the monitoring procedures were set. Harmonization of the existing action packages in SEAP were harmonized dealing mostly with public transportation and freight transport.

4. The monitoring of harmonisation regular contact among the harmonisation team and the coaches, regular reviews and adaptation actions were performed. The progress of the harmonisation process was recorded in the google drive platform agreed by all as being a proper tool. The satisfaction level and impact were recorded from the feedback received from the 3 SIMPLA questionnaires handed out to the team at different stages of the coaching phase.

Târgu-Mureș

SEAP: adopted in 2012 containing the results of the harmonisation process. Target: 20,5% CO2 reduction by 2020.

SUMP: adopted in 2017.

Coaches: Ovidiu Romoșan, Florin Andronescu

Harmonisation steps:

1. Initiation: The mayor stated its interest to continue the harmonization process during the final session of the SIMPLA training course later on sending an official signed letter of commitment. The harmonisation team was appointed and comprised of staff from relevant departments related to energy, mobility and project development - the team included responsible persons for the elaboration SEAP and SUMP. The IT department was included in the working group as it seemed necessary for the data collection.

2. Planning: the stakeholders’ group was established; the work plan was set up, activities were agreed as regular in-person meetings for analyses but additional meetings were taken into account for decision making. The schedule was set for the implementation of each step with a flexible timeframe.

3. Implementation: The harmonisation of the SEAP and SUMP visions was finalised according to the main directions (improving the quality of life of the inhabitants and the minimization of the impact on the environment). Existing databases were to be made available to the departments working on the harmonisation process in order to perform the context analyses. The creation of a database at Târgu Mureş Municipality level was concluded to be of high benefit. Also, the development of a data base with mobility related data connected to the energy component of urban traffic was set. The reference years were harmonized (including additional ones in the SEAP). The existing action packages in SEAP were harmonized dealing mostly with urban mobility (CO 2 emission reduction, impact on the environment, intermodality). The monitorization systems for the SEAP and SUMP was also dealt with, concluding that an extended team is necessary with common members from different departments and they will monitor the activities in a joint manner.

4. The monitoring of harmonisation: regular contact among the harmonisation team and the coaches, regular reviews and adaptation actions were performed. The progress of the harmonisation process was recorded in the google drive platform setting up a monitoring. The satisfaction level and impact was recorded from the feedback received from the 3 SIMPLA questionnaires handed out to the team at different stages of the coaching phase.
